Improperly packaged decking fell apart on my trailer!

Good morning everyone! Today we had a delivery to a gentleman who order 24' decking. According to this customer, this is the second batch of decking he has ordered. The first batch came damaged, which is why he was sent THIS replacement order!
It's always confusing to us why a delivery would be sent out to replace damaged product, without the damaged product being picked up first. In any case, we have warned the shipper time and time again not to rely on factory packaging and dunnage to protect the product on our trucks and the conditions we drive through.
This is an example of us trying to be proactive and helping the situation but to no avail!
Unfortunately, in this case, the customer had to witness his product spread out across the deck of the trailer because of insufficient use of dunnage.
